pixelate
1. Find a picture, or you can just use this one of Jessica Alba.
2. Next duplicate the base layer by going to LAYERS > DUPLICATE
3. Then go to EFFECTS > DISTORTION EFFECTS > PIXELATE
Match your settings like mine, or adjust them to your comfort.
4. Lastly, press F8 on your keyboard (layer palette) and then change the settings of the top layer to anything you want. I set mine to 58% overlay.
5. Your done, here is the final result!
